Partnership Intermediary Agreements (PIAs) are agreements between the Federal government and non-Federal partners (partnership intermediaries or PIs) designed to increase outreach to and engagement with small business firms, institutes of higher education, and non-traditional partners.

PIAs are agreements between the Federal government and non-Federal partners (partnership intermediaries or PIs) designed to support DOE’s missions to expand the development and deployment of transmission solutions, heighten energy security, and strengthen national energy ecosystems.

This ConnectWerx opportunity is being solicited under a DOE Partnership Intermediary Agreement (PIA) between DOE and Advanced Technology International (ATI). Any Business-to-Business Agreements that may result from this opportunity will be issued and executed between ATI and the DOE selected applicant.

Application & Submission

DOE or ConnectWerx will not make eligibility determinations for potential applicants prior to the date on which applications to this opportunity must be submitted. The decision whether to apply in response to this opportunity lies solely with the applicant.

Award & Invoicing

Upon conclusion of selection from DOE Program Office Representative (POR) and finalization of milestone schedule, ConnectWerx will issue a business-to-business (B2B) agreement to the lead performer for review and execution. The B2B agreement will contain mandatory flowdowns from the prime Partnership Intermediary Agreement (PIA) executed between DOE and Advanced Technology International.

Yes, it is anticipated that any resulting Business-to-Business Agreements will be Fixed Price.

As the Partnership Intermediary, funding for this opportunity has been obligated to ATI through the prime PIA. Upon successful negotiations with a DOE selected applicant, ATI will issue a Business-to-Business Agreement with the selectee for execution. This Agreement contains the mandatory flow downs from the prime PIA along with the obligation that ATI has been authorized to award.

Project milestones, corresponding deliverables, and fixed milestone amounts will be established during negotiations. A milestone template is included in the project narrative template. Upon completing each milestone, the awardee will submit the relevant evidence of deliverable acceptance by DOE and invoice ATI/ConnectWerx for review. Incremental payments will be made in accordance with approved milestones and deliverables, with payment terms of NET 30 upon receipt of an acceptable invoice.
Please note: additional documentation and support for expenditures may be requested as determined by DOE.

Upon selection for award and successful completion of negotiations, ATI will issue the selected applicant a Business-to-Business Agreement for execution. This Agreement will authorize the ceiling and funding amounts to accomplish the scope of the project.
